The broker is going to try and give u the best price since it was a limit above the best ask price (wasn't watching today, so i am assuming that's what u did). If there are shares sitting there due to hidden or split trades then u probably will get shares cheaper than ur limit price. Manipulation? Depends on how u look at it. All imo.
