So as I read this I see AT&T saying - give us and Verizon the spectrum deals and we swap chunks of spectrum around later during an auction. Basically as I understand it they are saying that in order to spread the spectrum around fairly there would be vouchers. For example, AT&T could put up some spectrum as payment for other spectrum down the line - auctioning off some and using the vouchers to purchase other holdings. This would allow a market to form in which the big players would not have any advantage just based on their 'cash' - but they could take part in an auction using spectrum as a trade.
So with this news breaking and the AirGig news - I think this all makes sense and is as Wireless says - 'Good'.
