The china "deal" is only a consulting agreement to help them get through Chinese regulation and other commercial activities (set up a JV?) to do business in China
it is NOT A distribution agreement
The Moroccan deal is a distribution agreement where the Moroccan company does not guarantee to sell any devices, but should that mysteriously happen and MSFT manufacture and ship them then when the hit certain volumes they get discounts or continued exclusivity.
