the answer is very simple

because that is how scam companies trade

with a PAINT at the end of the day at the ask, almost every single day for the last year or so

very simple indeed

So at the last second it was important to paint the price 2 cents. Whats the point of that. Think we need to stop hanging on every little penny move and concentrate on the big picture.
