This is November of 2017. The event described is in February of 2017.
1 billion shares gives the one concerned majority interest in the stock.
Since Will was CEO at the time, this makes sense.
Verifiable news and filings have since shown that Will is no longer CEO nor does he hold any interest in the company as of today.
