Probably. Usually how it goes with these small stocks. Prob had a tentative agreement to make miller CEO, give him stock and build the company. Was in the process by making him CEO but electing him CEO is just a title unless you have total control of the entity which probably wasn't done yet. The stock started running and Webber prob did something shady like dumping in the 002's and decided he didn't need a deal with Miller anymore. Why else is Webber CEO again? Prob a greedy two faced prick.
