Microsoft have developed their own proprietary platform for the IoT and it's part of the Azure Cloud services. IDCC's platform that is based on the "oneM2M" standard can be hosted in the Azure Cloud but so far that's the extent of the relationship between the two.

Maybe if IDCC's platform starts to gain traction it would be considered valuable but I think any buy out of IDCC by Microsoft would be based on the quality of IDCC's total patent portfolio. AJMHO
