I think he is : according to the Court Schaefer was paying the settlement fee which ends the dispute. The rest are checks to ensure follow up on the stated items in the settlement.
I think if IVS fought they would have lost in Court based on the documents: this is the best outcome especially if a deal is almost completed as stated.
