If that is the case then he is totally dependent on how fast or slow the FDA moves. Totally possible 2017 is not feasible and nothing he can do about it.

Dr. M is waiting on the new trial designs from the FDA as opposed to proceeding under the old rules which are laborious, time consuming, ill designed and wasteful of everyone's time, effort and $$.

He could of also stated it(FDA reliance/delay) that way, and made the whole issue easy to digest, for bears and bulls alike.
