It would change for the need of capital to bring the new product to the shelf or a bail out sell off.
If you read previous Q's there are plenty (millions) of shares issued on notes for that are no longer restricted... Simple fundamentals show that there were not previously enough unrestricted shares available in the float for the amount of trading that has occured over the last 2 months. A major holder is selling if not the company? But the frenzy of vague PR's lately sure point the finger at GH selling into the market...JMO
It never works that way. New shares issued usually means lower stock price down the road. There are ways around restrictive legends.

The increase isn't unexpected. I expected a bigger increase until GLUC IR chimed-in stating my projections were high. The share count will have to be closely monitored in the coming weeks (obviously) but a 15% increase thus far for the advertising, inventory reload, product re-tweaking seems like a "fair shake" at the moment.
