No way would FINRA allow anything to be disseminated until corporate actions are approved.
Not true. FINRA has no control over what disclosure the company makes. In addition, there's no reason to believe FRFS has even submitted a corporate action request yet.
Plenty of companies that do reverse mergers make all kinds of disclosure to OTCMarkets long before they try for a name and ticker change, and continue to make disclosure while they're waiting for the actions to be processed.
