No way would FINRA allow anything to be disseminated until corporate actions are approved. If a company disseminates any kind of news, in any form about corporate actions of a take over occurring before FINRA approves the actions would indeed cause FINRA to not approve the actions. This is putting the buggy ahead of the horse. The next step after FINRA approval is to both the Transfer Agent and the OTC, and thereafter the marketplace can be updated accordingly.
