I did not say the Nickel Tick program was created by them... I said they used that program and got WMIH 'enrolled' in that 'Pilot program' so that the MMs could get the dirty work done to push the PPS down easily...

IMHO, the nickel program and the 6 million shorts, are part of their plan to bring the pps to the level to enable them to make the BIG move.
