This is how it works. Congress makes laws, Executive branch executes the laws and Judiciary interprets the laws. Congress has oversight authority over other 2 branches. Tell us what congress can not do with the authority to create laws and the oversight/removal authority to make sure that the laws are implemented as per laws. BTW other 2 branches have no oversight/removal authority over Congress.
