Stretching worked for me. The best technique is to balance on the edge of stair step on the ball of your foot with the heel extended over the edge...then slowly lower and raise your heel. Do this in sets of 10 about 10X -20X a day. Another technique is while sitting... roll a baseball around the floor with the arch of your foot while applying pressure.
