Apparently you are having trouble understanding... No it wasn't me who posted it but anyone with the right mind knew that it is the quote that the author is highlighting, let me break this down further:

"Value and Quality Merchandise" = $ITKH

"I like buying Quality Merchandise when it is marked down"
