You're understanding is wrong. City/town/village regulations regarding land use in their cities supercede County regulations. Counties can only regulate what happens in areas that aren't incorporated into cities. Read the ordinance. It only pertains to unincorporated areas. Yes, cities can ban MJ use. They can also permit it. They have the final say either way under prop 64. It doesn't matter to California City what Bakersfield does and vice versa. They're separate entities and make their own land use decisions in their own city boundaries.
