Looks like the street is not so enthusiastic about this announcement. A smaller plan means reduced production and reduced revenues. The PR also states that the environmental opposition groups have doubled down on their opposition to the project, regardless of the smaller plan angle, and are going to cause as much trouble as they can in efforts to stop the project.

All in all, regardless of how some may try to spin it to the positive, this was not a very good announcement from the company for moving the share price up to new levels. Trading today reflected that feeling. Its all about the share price, and the share price has stalled. If there are continued delays in an announcement of a financial partnership deal, the share price will slowly decline. If and when there is an announcement, it will depend on the exact terms of the partnership that will determine the direction of the share price.
