According to the PR it is far better than a FS. It is a dividend and in fact the ratio is 11:1. This is from PR: 'In accordance with the acquisition terms, all previous SQTX shareholders as of October 10th, 2017 (other than the Seller), will be entitled to receive an additional ten newly issued SQTX shares for each share currently owned.'
So if the PPS at October 10th is for instance $ 2 and you own 100 shares, you will get another 1000 shares, so you will own 1100 shares at $ 2. In other words, your profit is 1000%. The only thing you have to do is buy shares before October 10th...
