I don't claim to know all the workings of municipalities or power companies. I can only tell you what I see here.

In my area there is a lot of Hydronic power generation by the municipalities themselves. The big power companies don't carry a lot of weight here. My electric bill and others near by are payable to the town, not a conglomerate. The cities that produce the power also sell it to neighboring cities. I have been in the commercial construction for over 20 years in this area and can tell you I haven't installed an oil burning appliance for at least 15 years.

The land leases I am talking about is land already owned by the municipality. They would not lease this land to a power company, because the city already owns the power company. Private investors build solar farms and sell the electricity back in to the grid.

I'm sure this isn't the national average, but if solar became viable there is a chance it could be.

Larger buildings that are fed from national power companies in this area also install solar just to stay away from the peek power charges. Once buildings cross a certain threshold their rates increase dramatically. Though the solar may not be enough to power the whole building it is enough to keep them below "peak rates".
