Look, I am going to argue with you as I was in the power generation business for 35 years. The power companies own all of the land where power generation facilities produce power. They have so much land that they lease land to a variety of interests, including portions of cities. Some cities in the northeast decided to increase the taxes on emissions from the power plants located in their counties until they realized that they were producing almost as much emissions as the power company. They struck the tax down. There were several cities that tried to overtax the power companies until the power companies said "okay, we will go." On the two occasions which I was involved, the counties rescinded the increase in tax when they realized who was providing the taxes for their kids to be educated. One small city all but died off when the power company shuttered the plant and left.

I realize this is off topic here but people need to understand the trickle down effect when change is wanted.

I agree with you on LEEDS. It is still in its infancy and needs to be a part of every company's program. We still have states which have not even adopted legislation to ensure construction follows the LEEDS requirements. It is coming, and should be Federally mandated. I know a state Senator in Maine and talk with him about this very topic.
