IF that's him, it was 25 years ago, and he is there as 'registered', which means he is not currently doing something illegal. IF it's him, he paid the price for his crime and moved on... like a shoplifter pays their time to the courts and society, and it is done. Again... IF. I am not saying it is him or isn't him.
