IF that's him, it was 25 years ago, and he is there as 'registered', which means he is not currently doing something illegal. IF it's him, he paid the price for his crime and moved on... like a shoplifter pays their time to the courts and society, and it is done.
Again... IF. I am not saying it is him or isn't him. I have not done any other DD on that other than to look at the link provided here by one of the other posters with the picture that says: Adjudication Date 10/01/1992.
