Aspire is a "sub" to "a strong team" with 600 teams looking for a piece of 25B in 10years. That means aspire won't even get a million contract at all. Do the math, the key also is that they are a "SUB" not a team. Txhd doesn't want you to catch on. Common sense says any TTY hing to do with govt contracts would be on official pr documentation.
