Notice all of their tweets don't say anything that can incriminate them, because they are not connect txhd with the tweet. They are only stating what aspire might be doing. Aspire is a "sub" to "a strong team" with 600 teams looking for a piece of 25B in 10years. That means aspire won't even get a million contract at all. Do the math, the key also is that they are a "SUB" not a team. Txhd doesn't want you to catch on. Common sense says any TTY hing to do with govt contracts would be on official pr documentation.
