I think an application for NY State funding is a lot more than an "article".
It is just for manufacturing facility which would shorten both lead times (currently come from China) and probably allow for more flexible packaging and new product introduction.
It would also get big headlines for a US company moving manufacturing into the USA from China.
If the developer really wants to get this new town plan through - it is an incredible vision and will take years to develop - they could no worse than promoting this angle
