It's not "the system". There's no coordination or design or motives. It's a market. The market is showing that many think there is still a lot of uncertainty and risk. (Ie, the low share price doesn't show that 2-73 doesn't work, but that many investor think it is still a long shot.) If 2-73 'works' and is commercializable, the pay-off will be huge.
