Only wishful thinking would have thought a partnership would be announced before a major vote coming up in Oct. Sadly I was one of those people. But really who would partner up and then get stuck if EPA vote did not work out. It is the right decision to hold off until after vote. If positive then they will review partnerships in detail. Maybe hear an announcement in mid November
