And why haven't they settled yet after, prob. discussing on several occasions?

SFOR has the legal and financial backing to see this through to a larger number per infringer than MSFT.

I'm thinking SFOR and company has the infringers up against the wall and the delay tactics will eventually come back and blow up in the infringers faces.
