I think he's threatening him, convincingly, to then hand him over to the NY AG to use a witness for the prosecution of Donald J. Trump by the state, after he's humiliated out of office. Mueller is playing hardball chess looking way on down the road and he knows VP Pence will just pardon him straight away once he takes over like Ford did for Nixon.
