The AS and OS are to large for penny stock holders? What?? Most of these pennies, many who have made it to .10+ have larger floats, AS and OS. Actually UATG is an very unusual for it's great share structure among penny stocks. Any lower float and we get no liquidity. Last winter the float was to low and UATG had no volume. Right now the float is just right. If the company did an RS now they might bump the price to .15 or so, then with a few sales on an almost non-existent float we'd be right back down to .01. If an when an RS might help is when we are trading for .50 or so with strong revenues, then do a 8 to 1 or so with the hope of uplisting to a big board. Right now Alex has said he plans on being on the QX by the end of the year, which requires a bid of .25 and I think that is very doable with the current structure. You need to do some serious research on previous OTC movers.

Check out OWC$ I was in that one earlier this year, bought at .02 (it had been sub penny, I was late to the party) and it ran to $3.00+ simular share structure and NO revenues. DOL$ is even a better one to study, they weren't current, no revenue, larger OS and it ran from trips to .12. Just saying the last thing you want is to small of a float, the stock just sits.
