Well, I volunteered years ago when I as trading at my B/D to assist the compliance and reorg department when they had staff on vacation. I did investigate and turn in some dubious accounts.
I guess my firm paid me, but the SEC nor the NASD never did. So, I guess I got paid a bit, just not the millions the SEC is offering.
Also, I have never asked the SEC for a reward on the companies I turn in today's world.
