I really don't think a partnership would be announced until after the EPA positive confirmation. This is expected around October 15th.

Although company mentioned they will announce partnership by the end of the month I find it hard to see announcement by then. It's a shame but once end of the month comes by and no announcement the shorts will attack and the longs will lose hope. This can get back to 1.30's real quick.
