This is the same pattern of using deceitful, misleading language to make suckers think something might be happening and milk them for a few more dollars.

I will send an email to the DOI with a proposal to expand Ironwood by 500%. They might respond back with a generic boilerplate response letter. BUT THEN I can claim I am in "communication" with the DOI regarding my proposal and scam idiots and suckers into thinking something might be really in the works.
