Technically Correct on the OTC, but just a CYA from Investor Relations. O/S could be released by ALKM CEO or could get from Transfer Agent. As you saw ALKM has CURRENT Share count, as they have to use it for Schedule 13's.

ALKM Management DOES NOT want it out.

The transfer agent can update the OTC any time they want, or the company can update the OS and A/S at any time on their own.

They just don't want investors to find out about their massive dilution, and are challenging the SEC to not suspended them.
