I don't think it was an illegal document, as far as I know (I'm a newb) wasn't that document something that's required to be reported? It's just some people can't read. And if you're that incertain of the way this is going, maybe it wasn't the correct idea to invest here? Not trying to attack you or be rude. Please forgive me if I'm coming off as sarcastic of anything of the sort
