Either they were not given enough information or time to complete the project or they purposely delayed it so they would not have to be involved with a scam.

The problem is there are red flags with almost any ticker. This one was riskier than most but still any penny stock has several concerns. I agree that in an effort to protect investors they are hurting investors.
