Well, speculation is just that, it depends on what he has shown prospective partners.
I think He may announce funding and who that partner is, and then a contract to manufacture the first large run which will prove it can be done with high quality repeatability. It will also give a good accounting of the economics of the process and an idea of the economies of scale for going MASS production.
For all we know they have started this process and may be waiting to see what their results are and then start making announcements.
A lot of people here have the fantasy that NEAH who has had Polaris Battery Labs support to build a small number of sample batteries can all of a sudden succeed at building mass production plants and somehow magically build batteries to all scales. That may be a future goal of NEAH's but that vision will take time even with massive funding.
