According to the radio interview back in March, he said he would do that but at a market price. Not sure if he changed his mind. Listen to the radio interview. He is not doing something now that he denied then.
He explicitly said that he will use the common shares for acquisitions or to settle debt but without discount. Again that is what he said in March. I know that he preferred A and B, but if that does not work he has to pay somehow.
