The Delaware SOS has the information about who the officers and directors are and any one can pay them to get a copy of those documents.

Anyone or those people can complete this document and pay the fees and they will have an account.

Again you are free to believe what ever you want that it's such a long drawn-out process but it's not.

Some day a CEO may show up here who is talented enough to complete a form and pay a fee and lo and behold they will get an OTC Account.
