I don't use L2, but just looking at the bid, ask, last prices pretty much throughout the day, it appears that the price is being held down, manipulated.
Take a look at a "regular" stock's price movements. When there's decent volume on the last, the ask often, mostly, goes up a bit. Here, that's almost a rarity, the ask inexplicably goes down, which leads me to conclude manipulation.
