imo: the finacing is ready. the backers have more than needed for it but, want whole package in use. they will wait till the 2nd phase is approved then we see action. don't forget they wanted some concessions too for the bottom line. the tax approved at first was too high. we will see this going crazy when the first news hits of shovel.
