I would be very pleased with the following which I think could be a very realistic and attainable PPS forecasting..

1) Current permit approval... .02-.025

2) Uplisting- not in the foreseeable future

3) Groundbreaking- .015-.05, based on how soon after permit approval and any financing required.

After the inevitable groundbreaking and during the 18 months before construction is completed is a total question mark imo, could go in so many directions... funding, equity investors, buyout?? Remember, there is no revenue coming soon.
