This purchase is really odd.

New CEO of GE bought company stock worth of $2.7 million - to show commitment.

750 shares is so peanuts that it is a confusing signal. If he wanted to show confidence and there was not quiet period then he could buy say 10,000 or 20,000 shares when SP has dropped so much.
