True, retail can't realistically short this, but MMs can and do so legally as long as they borrow shares (Rich has 60M someone could borrow) or cover within 5 trading days. They don't cover of course, SEC let's them do it. The OTC is repeat with a long list of stocks with failures to deliver over 13 days on the Reg Sho list.
