You are mixing up many different definitions there.

The SEC NEVER suspends a stock for "news". They suspend for two reasons - reporting delinquencies and fraud. That's it. Nothing more.

FINRA's H10 is nothing more than a reflection of the SEC Action.

Harsh reality is always better than false hope.

This is the published reason why STBV has been halted by the SEC.

the sec did not "halt" this. they suspended it. there is a difference. finra's h10 halt is automatic following an sec suspension.
