What does it mean for a stock to be halted?
A trading halt is a temporary suspension in the trading of a particular security on one or more exchanges, usually in anticipation of a news announcement or to correct an order imbalance. A trading halt may also be imposed for purely regulatory reasons.
Why do they halt trading on stocks?
A "non-regulatory" trading halt occurs if "significant order imbalance between buyers and sellers in a security" exist. (The NASDAQ stock exchange does not implement non-regulatory trading halts.) Before trading resumes, market specialists must determine an appropriate price range in which the security can trade.

The Securities and Exchange Commission has suspended trading in this stock.
It would appear that via the H10 HALT CODE that STBV has been suspended from trading.
BTW.. I do not now or have ever had a position in STBV.
