Hard to say as everyone has a different risk profile. And when someone buys a $260m penny stock it is always inherently risky. Only good to play with money one is willing to lose.
I'd tell him/her that they were betting on a 2 to 1 shot and to be ready to lose the $10K on some bad fortune that is at this point unforeseen by anyone posting on a message board.
While there is a lot to happy talk about this is far from an inevitable success. If there is no contract(s) and revenue announcement by the third week of August we will see a share price tank ..... only ones who will not sell at that point will be LI and believers like most of us.
Expect nothing and you will never be disappointed.
