On Item 1, are there established date(s) when FCC or IB will give thumbs up / down on modification request?
NO -- just like the co's original TLPS Submission though/to it's Voted NPRM Status and then from that point to a Report & Order there were no dates, just lots of crossed fingers, hopes and monumental wishes (and a whole lot of shareholder nervousness and angst!).

If not when do you think decision will be made?
NO IDEA, or put another way: it will be made when it will be made.

what is your current opinion on approval vs denial (1 to 10 - with 10 being definitely)

Item 2) Forgive my ignorance but to which 4 countries are you referring to?
The co's CEO stated in the Q4 2016 Results - Earnings Call Transcript, viz.:

... As disclosed last month, the first part of this process has been completed and formal filings made in three countries with at least one more expected by the end of March. In total, these four countries represent approximately 375 million pops, in aggregate larger than the United States. And we expect to file in additional markets starting in Q2.

We have been pleased with the reception to date by the international regulators since our petitions are in line with long-held policy goals to create harmonized spectrum bands across national borders...

to this present day the Co has not revealed WHICH 4 countries they have filed for International use/approvals -- only the cumulative population of the 4 them in the Q4 2016 Earnings Call Transcript (above) at
