My statement was referring to a post made by a poster with the link below:

IMO, when I look into this article and pull out the info regarding AMS. It says that AMS is eager to start working on the inside of the building and to have it completed ALONG WITH having their first product ready for testing and market. This is supposed to be done and ready by July, 2018.
If you subtract the 10 months from June/July, the timeframe to start working on the building again would be around Sept. IMO, financing would be finalized this month or beginning of Aug.

So, IMO, I would think that a PR based on financing for the buildout should be before the end of next week.
